At least here in Italy you can find used Windows 7 licences around 40. And you can upgrade those to Win 10.

A8-3870k is not on sale here. I would never buy used (or on ebay without warranty) for a friend, unless they do ask.
Other AMD options have been considered (A8-7600 for example) but I found that the savings were in the €50 range, but would have come to the expense of more modern mainboard...
Lately most of my friends are just asking for basic computing.. so, depending on budget, I build for them either i3-6100 desktops (last one came out at about 400€ with win7) or g4400.
You should also take into account how much time you invest in it.
Usually people are time-constrained (unless you are unemployed or a student) and the time you are investing in looking for the right part, handling the resale and upgrade the pc should be factored in.
I'm using a first gen Moto X with 4.7" screen and I always use it one handed. I guess it depends also on hands size, but I really have no problems with that and I don't think I have bigger hands than average Joe.
Everytime I look into a friend 4" smartphone it feels tiny.. Web surfing on a 4" isn't that good either.
I really think that the proper size is between 4.7" and 5.1" depending on bezels.
Where I live the a8-7600 builds are more or less on par with similar pentium builds. I don't think they are a good value right now.

Already tried that route. He claims that he doesn't have enough space and occasionally (4-5 times each year) he wants to carry the laptop with him.

A friend is about to buy a cheap craptop with the i3 for about 379.
Searching a bit I can find off-lease i5-2520m notebook for around 250. I believe that the older chip would be much better (the notebook will be used mostly at home, so the extra power consumption shouldn't be a problem)...
Why don't you try to sell it on ebay? even if you get $300 or so with another $100 you can get an haswell pentium or i3 which would run circles around the J1800

I don't think there's room for improvement on that thing, no matter what RAM or SSD you would put in it.

I would have liked skylake as it's more modern. Given that the PC he's replacing is from 2005 chances are that in 2021-2022 it might need more RAM or whatever and probably DDR4 will be easier to find.
However I'm thinking of showing him both the ken g6 build and the i3-6100 so...

Yes, you are right. Cheapest I could find is €190, I included it in case I manage to save something on the powerline (€92 is the best I could find at the moment).
