power connectors that i have connected on the mobo:
main power from psu
4pin from psu that powers the cpu
cpu fan power
various little case front panel connectors such as power switch, reset, speaker, etc.
vid card is powered directly from psu
I think those are all of the essentials.
Wait one other thing, after I get the startup successful beep and power down the system through the power switch, the system turns off instantly when I press the switch as opposed to the usual 4-5 seconds. Is this an indicator of what my problem might be?
I have tried the other connector on the video card and I also tried an old x800XL pci-e that I was using on my old hardware. No difference. I swapped PSUs just to be safe, but same result.
I'd assume the mobo would be able to detect if the PCI-e slot was busted and would give warning beeps...

I can't confirm anything because I've never reformatted that model Dell. I have reformatted multiple other Dell laptop's however and never run into a problem.
