    Is this video card any good?

    I grabbed a Powercolor 5450 for $10 MIR a few months ago. I love it... has HDMI output and is fanless/low profile. For $10, it's a great spare! But looking at its specs, I would not expect it to be able to run any games smoothly unless they were made more than a decade ago.

    270 is hands down the faster card. If it was 265 vs 750Ti it might be more debatable, but the 265 should also still come out on top as far as performance is concerned. 270 is also an amazing overclocker, and you can easily get it up to 270X speeds which would absolutely blow away any 750Ti.

    I honestly would not recommend a whole system upgrade since you're not even gaming at 1080p resolution. For $200 you could upgrade your CPU to an i5 or i7 and video card to GTX 750Ti or equivalent which would even be able to handle 1080p should you choose to upgrade to that resolution anytime soon.

    What are the prices of the card options that are available to you? I would say just get a GTX 750 Ti and get it over with. No PSU upgrade needed. It might be a little too much for your CPU, but that leaves you with the option to upgrade to an i5 or i7 without having to upgrade the GPU again.

    AMD 185 Opteron

    Yeah going from 2.6 to 3GHz is pretty small but for an Opteron 165 coming from 1.8 to 2.8 or 3 is pretty huge. Back in the day, OCing used to mean a lot more than it does now. A 400MHz OC is measly for today's standards while back in the day it actually made a pretty big difference.

    If you are overclocking, you will eventually want to increase the voltage, rather than decrease it. You can always try the motherboard's auto OC if you know nothing about OCing. However, you will almost always get better results with a manual OC (lower temps and higher OC frequency).

    I am using an Asus Z87-A motherboard for the 4770k :$ When I used the fast OC feature of the motherboard (in Windows) I believe it took it up to 4.1GHz and 1.25vcore. Manually OCing the CPU, the best I was able to get (for now) was 4.2GHz on 1.2vcore with 3.9GHz uncore.

    First Time OC (i7-4770k)

    I have my 4770k on manual voltage with 1.2 vcore. Anything lower than that, and it is unstable. So I'd say you're right about on target. Some (better) chips might be able to do 4.2 with 1.15v or less, but I wouldn't count on it in most cases.

    MSI R9 270 $179 AC at Newegg

    I have an MSI 7870. For me, it's at 70% that the rattling starts and if I turn it up any higher it starts getting really loud. Luckily, I was able to undervolt the card via afterburner so there is no need to ever run it past 60% fan speed, even with another card mining right below it.
