Ok i did the obvious things... ran anti spyware and a virus scan... still nothing.. then i went to the sys processes and closed anything that could be closed without screwing up my system... low and behold my internet started working again right away.... so im assuming this is some kind of port...
lol i think i fixed the problem in ie 6.. u know that little toolbar that auto pops up when u leave ur mouse idle it has about 4 icons to it one is a little disk... anyways i disabled that and my problem went away in ie 6 so far.. but firefox still horrible on guru3d.coms main page..
ya man i tried firefox.. its a little better but mostly the same thing.. i cant even browse guru3d.com with firefox its so bad... lol its messed.. yet other sites seem a little smoother with firefox.

im now running win 2000 pro with a soundblaster live 5.1 and noticed that the sample rate conversion quality is set to GOOD instead of best... i was running xp pro before and i think the default setting with that best?? if i enable GOOD sound quality how much performance will i lose in gaming??

The hardware monitor option will show me my default core speed and my oced mem speed with rivatuner... however it shows up correct on the oc screen in riva tuner.. 3dmark shows the same thing... as im writing this i though maybe those are the 2d core speeds its showing.. i know that mem is oced...

wow im so happy i found the solution at guru forums it was just discovered within the past few days.... you have to download an app called pci latency.. its not only for pci express if thats what ur thinking lol.. i though that and was wrong after reading more through the thread... anyways...

i noticed in the driver panel under image quality ever since.. driver 77.72 my Iq setting is at quality... rather than the default high quality... now is it supposed to be like that.. or is nvidia being sneaky and trying to squeeze more performance with iq sacrifice....

AGP voltage in the bios does not work the same on a video card as it does a cpu. Change "AGP Voltage" back to the bios default right away. You could shorten the life of your card and mobo. Just a few cards need a slight bump in AGP voltage to increase...
