I've read that in order to implement SpeedStep in the D 830 and D 840, the multiplier had to be unlocked, making it easy to overclock. But since SpeedStep only slows the CPU down to 2.8G and the D 820 is already at 2.8G, SpeedStep is left off of the D 820.
