Unfortunately I'm not currently using CnQ so I don't think that is the issue. I have it disabled in the BIOS and my power settings are currently set to Home/Office Desk.
I wish the solution would have been that simple.

I'm only having issues...
The last system I built was a XP2100+ with the CPU, mobo and DDR memory all at a 266Mhz FSB. Everything running at the same speed and nothing really being the "bottleneck".
I'm looking to build a A64 system and I'm a little confused.
The CPU and Mobo I'm planning on getting support a 1GHZ...
