    Sometimes if I view a page with lots dots or wireframes that have high contracts without the background, the image would flicker when I scroll that page up and down, and the flicker rate seems proportional to how fast they move. I don't think this is the smearing caused by slow response time...

    Seasonic S-12 is very quiet. I use Enermax and it's quiet too, as long as you put a fan in your case elsewhere you are not gonna hear it unless you put your ear next to it.
