    The disk doesn't show up in "This PC" It does show up when I go into Disk Management but it doesn't allow me to assign it a drive letter.

    Additional equipment should be secondary to learning how to use what's she's got already. Sign her up for a workshop or in person class that matches the style she wishes to shoot. She can then determine if she needs any other items to go along with the new camera.

    The new PC sees the external drive but it appears as if it's completely empty. None of the files show up at all. It doesn't ask me to format the disk.

    95% of these photos are jpeg or RAW files. I dragged the photo files from the MAC hard drive to the external drive.

    Consider using part of your budget to get your sister an intro to DSLR class. Being a good iphone photographer will not prepare her for utilizing all the settings on even the most basic DLSR body.
