On my machine it makes my processor run 10c cooler and pull about 30-40W less at idle. It idles at about 1.2Ghz @ 0.856V and loads at 4.6Ghz @ 1.375V. Low power consumption when I don't load it and lots of power when I need it.

To be honest I just didn't bother tweaking memory with the final OC, most of the tasty juice comes from the core anyways. I remember reading somewhere that they had major memory controller issues, which is the reason for the low memory speeds to begin with, I am just trying not to push my luck...
For $200 currently there is no single card that will be faster than 8800GTX SLI. Radeon 5850 would be a nice upgrade but that is in the $275-$300 range.

I have had a GTX 260 and GTX 285 in a CM 690 Gen1 as well, the noise profile is pretty much identical, except I can tolerate 60-65% while gaming whether on speakers on headphones. If 50% was the max-tolerable with your GTX 260 I bet it would be the same with the GTX 470
