Have you looked into Hyundai at all? Their compacts are pretty competetive with the rest of the class. I picked up a certified 2010 Elantra about 8 or 9 months ago for 13K plus TTL. I've been averaging about 32 or 33 mpg so far. Quiet and comfortable. I like it.
Pretty sure Nissan is clearing out their 2012 Sentras, you could probably get a steal on one of those, around 13 or 14k. Keep you under her price point.
I just bought a CPO Elantra about a month ago, with a CPO you get the remainder of the bumper to bumper warranty and the remainder of the 10yr 100K powertrain as well. My car had about 40K miles on it so I get 20K bumper to bumper and 60K of powertrain warranty.
The HP Folio is on sale at the microsoft store this weekend. Looks like it meets most of your requirements.

198k on my 91 Honda Accord. I drive from Utah to California a couple of times a year. It's never left me stranded. Coming up on another timing belt change and it should be good to go.
After a couple of laps practice, I turned in a 1.40.503. The last two corners are killing me though, I haven't figured them out yet.

Nice, I really like how you have it built up for a daily driver. If I had one it would be very similar to what you have done. More power but still very reliable and streetable.
I can vouch for this, I live in Cache Valley and it is beautiful area. The best is the drive through Logan Canyon over to Bear Lake, twisty fun and the scenery is amazing.
Fix the axle and the muffler. $350 for a muffler? You should be able to get a local place to get you one for $100 to 150. I bet you could fix the window motor/ track by yourself for $50 to $60. It shouldn't be that hard. Tires are a normal wear item.
So I just replaced the clutch master cylinder in my car, a 91 Accord because it was leaking. Now I am having trouble bleeding the system to fill it up again. I filled up the master cylinder and have been pumping the pedal, but nothing seems to be coming out of the slave where I am bleeding it...
I would personally say fix it, $900 is way cheaper than getting a new used car that may have problems as well. I spent more than that fixing my 91 Accord this past year. Plus 118k miles isnt that bad, you should be able to get more out of it.
Or you could just go down to your local autozone, spend $15 on car wash, wax and mitt and call it good. No need to spend all that money unless you have a Lamborghini or something like that.
I replaced the sway bar endlinks on my '91 Accord this week. Surprisingly it was easier than I expected. PB Blaster works great. :)
My brake pads looked pretty shot though so now I need to do those....
