How do I get this text box off my excel spreadsheet?

I guess it is too late now, but that looks like Excel 2007. You can go to the Page Layout tab and click the Selection Pane button. That will open a sidebar with all of the worksheet shapes. From there you can select any object and then press the delete button to get rid of it.

Just to note that if you are using Excel 2007 there is a new function called SumIFs(). It allows for multiple conditions, while SumIf() is limited to just one (depending on how cleverly you craft that condition, you could squeeze more than one out of it, though).

Excel tooltips not displaying for every function

The XIRR() function is a part of the Analysis ToolPak add-in, not a regular built-in function. Most (all, I think) of those functions were made a regular part of Excel in Excel 2007 so you get the tooltip in that version.
