Ok, so I figured out all of my issues. Apparently, my Spire PSU died (so much for that review :))
I hooked up the old Thermaltake PSU and everything works fine, I now have 2 gigs of dual channel DDR2-800 running fine and dandy on a quad-core compatible motherboard.
I forgot to mention, through testing on my own, the PSU only does the instant start thing when it is connected to the motherboard, ie the 24pin ATX main connector.
