It OK folks I made a call to AOpen and got it figured out. There were three possible ways (as shown above) to try connecting to the MB. I had tried two but not the third. The third way worked!
I would dearly like to be able to power up my new computer from my power bar, just as I've been doing for 10+ years with my old one.
My MB is an AOpen i855GMEm-LFS.
I'm not sure how to set the BIOS so I can achieve this.
I've tried the obvious so far.

The MB manual shows a color-code where to connect the HDD LED (two pin with my case) onto the MB.
The color-code has four sockets:
+5V, HDD LED, HDD LED, +5V
I tried connecting the HDD LED from the case to the two HDD LED sockets but there was no light showing with HD access.

I couldn't find a way to open it up completely but I did remove the cover to the memory slots at the front left of the printer. No hard drive...
