Troubleshooting a PSU

Update: I just plugged the PSU into the wall and left everything else completely unplugged. When I flip the switch on the PSU the fan comes on and a faint whirring starts inside. Not entirely sure what this means. Already ordered the rest of my build hopefully I wont have to get another PSU...

Troubleshooting a PSU

I am in the process of upgrading my PC. I have a 500W PSU and case that I would like to reuse from an old build. Something is awry with the old build and I am trying to troubleshoot and basically make sure its not the PSU, the rest I dont care as much about. I am hoping someone here can figure...

Oh yes, sorry i meant to include my specs. Running vista home 64 bit, 6GB of RAM. When I choose shutdown, all that happens is it goes through the normal windows shutting down screen, and for all intensive purposes the monitor shows nothing unusual. But what is different is my actual PC does...

So I have an Intel C2D E6400, that runs stock at 2.13GHZ. However, I have noticed that it says it is running considerably lower in my CPU-Z program. The core speed on this program is somewhere around 1590MHZ, but everyone once in a while it will change for an instant to more what it is...

Source / Steam games online - hang / freeze / lag

This sounds pretty similar to what happens to me while playing Counter Strike Source, every minute or so it happens to me, but i think it is because of my internet, I use a wireless linksys thing to connect to the router in the other room.
