I have all my motherboard settings on the failsafe defaults yet my PCI-E link width still starts at x4. I think it may be a problem with my 8800gt or my power supply because when I popped in my 7300gt it booted up to x16 link width without hesitation.

Is it possible to boot two operating systems at the same time and then do something similar to alt-tab to switch between them? Dual booting is a bit of a hassle for switching to gaming on xp from everything else on ubuntu.
Did you get this measurement from FRAPS? If you were just eye-balling it it may have been from connection lag. Also, check to see if your pci-e lane is running at x16.
Definitely go with the e2160, core 2's have way better clock per clock performance than the pentium d's. Also, you could probably OC that e2160 to 3ghz to get a really killer upgrade.
If your budget is tight don't bother upgrading your cpu especially for first person shooters. If you really want to upgrade though, go for an ip35-e + e2160 and OC it to 3ghz. Quad core is unnecessary right now unless you play a lot of real time strategy games.
I had this problem before, it means that you have to raise the voltage. Try altering the settings for FSB, G(MCH), PCI-E and even the RAM voltage. The required settings are different for everyone, for me it was +0.2 G(MCH), +0.1 FSB, +0.1 PCI-E and +0.3 RAM.
I tried changing the fsb to 333mhz and that didn't work. I tried bumping up the pci to over 110mhz and that didn't work. When I move the g(mhc) any higher I can't post. What else can I do? I am on the f12 bios, could that be part of the problem?
It says I am running at x4 in both CPU-Z and the driver. I also tried setting the pci speed to 101mhz and removing the overclock, but that didn't work.

I can load into bios and even into the windows xp loading screen, but when I get into the OS the startup sound plays but the the monitor says there is no signal. However, when I uninstall the drivers I can boot all the way into XP.

They were released on the 29th but they were all purchased pretty much on launch day. I think the HD3850 release on Thursday will probably cause nvidia to pick up the pace in production.
I'll be upgrading to the 8800gt when the price comes down, not necessarily just for crysis but for gears of war and ut3 also. From the benchmarks I have seen, the 8800gt performs quite a bit better than the 8800gts 320mb especially since I have a 1920x1200 monitor.
I would be willing to do some benchmarking of the Palit 8800gt(custom cooler design) if I could get $10 my purchase or something similar.
