I don't know how good Powercolor's RMA service is but...
I would go with Powercolor since they offer Lifetime Warranty compared to Sapphire's 2 year Limited Warranty.

I'm seeing the same problem and little worried.
The BIOS reads 12.1v, but Everest or speedfan reports as 11.49v
I have Fortron AX450-PN, it's got 18A on two 12V rail.

I haven't encountered any crash.
