E7200 overclocking settings

For 3.4GHz, most E7200s don't need more than 1.25V. So I'd check the rest of your settings before cranking up the CPU voltage like that. Maybe more RAM or Northbridge voltage, or a looser tRD. 4GB of RAM generally needs more voltage to OC than 2GB, even two sticks.

47C for a E7200 stock speeds and voltages

What load temps are you getting? If you don't have equally high load temps, the heat sensor on the CPU may not be showing the correct idle temps. Edit: if anyone cares, the next version of Everest is going to have accurate Wolfdale temps. I like Everest because it also shows voltages and fan...

You could try tversity or some other media sharing app to make sure it's not an error with Media Player: http://tversity.com/ Did you check the IP address on the PS3? Is it on the same network as the PC? Can you ping the PS3?

Sound Dampening Material

Any soft material that dampens vibration/resonance works. I used eggcrate packing foam from a motherboard box*, taped on with duct tape. Soft foam mousepads would probably work too, I haven't tried that one yet. Another thing that helps break up fan motor noise slightly is putting dust filters...

Don't use Auto voltages for RAM or the CPU. The BIOS is often wrong once you OC, you are best off using as few Auto settings as possible. E.g. my RAM is rated for 5-5-5-15 @ 400 FSB, 1.8v, but it runs fine at 4-4-4-12 @ 2.0v. Btw, 1.55v is going to kill that chip, set it manually to something...

Looking for an inexpensive, reliable PSU

For the record, these Rosewills made by ATNG are reliable cheap PSUs. The key here is that they're made by ATNG and not Youngyear or some other chop shop that makes PSUs from dismantled nuclear submarine parts that are still radioactive. I have a $69 RP550V2 that's lasted over four years now...

Pieces of silvery grid heatsink loose - should I return the mobo?

I'm not sure if that is how it's supposed to be or not, but the cooling system on that board is overkill even without that piece. Just make sure it doesn't fall off and short circuit anything.
