They didn't, clock is stopped after a penalty and doesn't start until ball is snapped in the last 5 minutes of the 4th quarter or last 2 minutes of the 2nd quarter. So yes if there was no penalty there, the clock runs down to 2 minutes and then they take 3 kneeldowns for the game...

not in this situation because the bet to the OP was below the min bet. since player 8 only bet 0.75 he did not have a full bet (the min is $2) and you cannot raise. if player 8 was all in for $2 then yes, you would be able to raise....

u couldn't raise because you already had your action (your check) and the raise to you was not a full bet. if player 8 was all in with $2 or more then you would have been able to raise. also if player 8 was before you and went all in with $0.75 you would have been able to raise...
