This assumes that the intakes are filtered though. If you are sucking in a bunch of unfiltered air you're going to get dust no matter what.

What would make a hard drive cable come loose (If PC has NOT been moved in 2 years)

How loose is loose? If the PC literally has not been moved at all, then my guess would be vibration. There are vibrations from fans and from the hard drive itself, however minimal they may be. That or gremlins.

Some things might change but I don't think 2 weeks away is too early to put together a basic build. How soon do you plan to upgrade to a 4K TV? A build for that resolution is significantly different than one for 1080P.
