If you want you could probably go with an E21xx. If you overclock a little without changing the voltage you should be ok as far as heat goes. The DDR2 800 RAM should be fine too as there are dividers. The dividers make it so you won't have to overclock the RAM.
I'm going to try for a 100% OC which will hopefully put me at 400x9 (3.6Ghz) I may try for a higher FSB with a lower clock speed. I just wanna push this thing lol

That PSU will work with the IP35-E but may not be enough to power a higher end system. It all depends on how much power you are going to actually need.
