GTA4 for PC is fine, people just like to bitch. I played it on an e5200 + 9600 GSO(both heavily OCed) and it ran acceptably at 1280 with few noticeable problems. I'm sure it will run beautifully on a c2q + 260.
This is flagrantly untrue. An e5200 is $73 on newegg while the e8400 is $165. That's a price increase of a full 125% and the extra cache on the e8400 will get you at most a 20% increase in performance depending on the application.

I've got an e5200 running at 3.3 ghz on stock cooling. Just upped the voltage to 1.26, the FSB to 266 and a 2/3 fsb/ram divider runs the ram at its normal speed (ddr2-800)

That 9600gso deal is the best around at the moment. If you want something more powerful you can grab a 9600gt for a little under $100 or an 8800gt for a little over. If you have the money the hd4850 is a great card for $150.
With any of these cards you want to make sure your PSU can handle it...

I just looked up your PSU and it supposedly has 2 17 amp +12v rails with a max power of 324 watts. It should be able to easily handle a 9600gt or probably even an 8800gt unless the rest of your system is crazy.

That's basically what I was thinking. My dead 6800 is 8.5 inches long and it looks like the case can handle another inch or so. Like I said earlier the cards I'm considering are the hd3850, 9600gt and 8800gt and from googling those all seem to be 9 inches long so length shouldn't be an issue...
