Depends on the size of the company mostly IMO. If its big then you'll just do one aspect. But smaller companies make you do everything b/c the lack of manpower assuming you know how to
Did you find out if anything was done before the error occurred, i.e. new installations, deletions? You should check before you wipe/reinstall everything
I guess it depends. If your gonna spend thousands a year on upgrading, you better be spending a significant portion of your life playing games or it isn't worth it. If your a casual gamer that's not rich and you always got to have a high-end pc than you're a fool

HD-DVD IMO was doomed to failure ever since it was announced Blu-Ray would have high storage capacties by almost double
