UPDATE: Sorry for waking up this dead thread but someone from Intel came to check the 7700K out and I showed him the high MAX temperature to which after about 10mins of testing responded by telling me to stay stock forever and that MAX was just a result of a spike and the CPU's throttle...
Got contacted directly by Intel since I had lodged protest letter in their regional office. They have told me a engineer will come and take note of the temperature spike and if it cant run within specified parameters on stock with stock heat-sink they will give me a replacement.

I think you are right infact this also explains why Core1 is hotter than Core0 by 4-6C. Also another point while comparing to my old 212X I was correct the new 212 LED weights less by 24g in terms of heat-sink only. Given the construction materials are the same old same old this 24g also matters...
