Updating the bios requires me to update is many times as Asrock doesn't allow a "jump-to-latest" and even then they say I need a Bristol Ridge to do so. I'm spooked out.

Power profile in control panel significantly changes results. "Best performance" kills single threaded performance as the CPU is loaded to base to turbo 1 clocks the entire time.

I would pick up a Q8400S on ebay ($9.99 OBO, 65w, 2.66Ghz) and undervolt it. I had a Q8200 that would work at stock speed near 1V and never had the fan ramp up. I put a 30% overclock on it still with an undervolt at 1.2V stable.
I don't see much of a difference between the i5-7300HQ and the i5-3320m while web browsing, and the benchmarks between those should be pretty far apart. The former is a 45w 7th gen quad core and the latter is a 35w third gen dual core with HT on an older process.
