I just tested this out on an ATX supply I've got lying around. I only needed to short Power On to ground. I used a piece of wire from an old blown up atx supply and just shoved the wire in the connector.

You can start an ATX power supply without the motherboard. Short Power On (pin 14) to ground. Usualy it's the green wire. Also, you probably need to connect the Power OK (pin 8) line to ground.
I get this too when trying to run a fan at 7 volts on an old AT power supply. I'm not even using a baybus or fanbus. The 12 and 5 volt leads were never meant to be used in this way, so your mileage may vary.
