    Was your initial copy of Win 7 an OEM or a Retail version? If it is OEM then yes, you did the right thing by ordering another copy. If it was Retail however, you can install and activate on several different hardware changes as long as the old motherboard doesn't have a copy running on it as well.

    In windows 8.1, type in "windows features" in the search area. It should show "turn windows features on or off." Once the list completes, expand the "Hyper-V" menu and insure all the hyper v features are checked. At this moment that is all I can figure is one of the features might not be enabled.
