That 33% IPC disadvantage gets to go against i3's that cant be OC'd, and that is the real comparison for an 8320E based on price.
I know this benchmark isnt everything (or anything) but I'm not seeing some mind boggling difference, especially when you consider the 8320E with a decent cooler cost me $150 (55c stress tested as shown)

If you are not already OC'ng your CPU you should add an after market heatsink. You shouldnt have any problems getting to 4.5ghz with a $35 cooler.
As for a gpu upgrade, it's hard to recommend spending money right now knowing next gen is only at most 6 months away.

Considering AMDs current rep for hot/noisy/throttling with the stock cooler, this should eliminate that impression over time with Zen. Bonus points for likely being able to achieve a nice OC with the stock cooler.

This just shows me that a budget build with an OC'd 8320E is still a worthwhile option, contrary to the reactions of people who care way more about this then any normal enthusiast should.
