there is a lot of IP behind power saving features and radio. IP of which intel has close to 0 ownership. I bet they would milk a lot from Intel to use these IPs The cpu uses very little estate compared to all the other stuff. Going the SOC way reduce a lot the space used...

Not only you save a lot of power (up to 17%) by operating it on die rather than on board, but it's much cheaper (in term of energy) and faster to switch on and off sleep mode, which is VITAL for always online devices and in fact most of the ARM manufacturers has some kind of radio SOC...

Yes a soc saves area, not die shrink alone. but intel plans arrives to 2014 without a SoC, and I doubt that they will be ready by then. IMHO ETA is 2015 and no sooner.
