any cheap IPS (e-IPS?) LCDs out there that do 1920x1080/1200

Just go with a nice looking/reputably manufactured TN, such as the Samsung models. You're not gonna need an IPS for what you do... Also, cheap+IPS+1080P doesn't compute.
