Only sick or neglected animals will smell bad or leave smelly messes around the house, and it takes the owner to leave the house that filthy long enough for it to smell.
Blame the pet owners. Most pet animals are naturally very clean, or try to stay clean if they can.
It's impossible to know if the doctor did something wrong without taking all of the medical records to a qualified expert in that medical field, and having them reviewed top to bottom. There's no way for a layman to know . . . aside from whatever Google might come up with.
