Limit mortars to 2 strikes per life

Add a feature that castrates players who purposely unbalance teams

Edit: regarding the new hardware, they should really have splurged and got the 387DX math coprocessor when purchasing the top-of-the-line 386DX for their new server unit. Its just such wasted potential.
