    Ignore CPU-z. 21x ist the multi when 3 or 4 cores are fully loaded. If 2 or 1 core is loaded it clocks up to 3.2 GHz. Best way to test if turbo is working is to run a benchmark and compare the results. But in your case it IS working. CPU-Z just can't detect is properly.
