Console companies just don't have the resources to compete with GPU makers

Things can turn so quickly in this industry, so I wouldn't worry about any of this and just enjoy the games :) Hey the next console could very well have an Intel Atom CPU and Nvidia GPU again.

How important is the quality of HDMI cable?

I had some very cheap HDMI cables of eBay and I would get image blank outs at Full HD (Image going black every once in a while). Got new cheap cables from eBay and they are fine. So must have been a bad product. 720 worked well though :)

Went from HD 6950 to GTX 680, bad expectations?

Yea the difference between high and ultra can often be brutal. Especially DX11 settings and ambient oucclusion cost a ton of performance with little noticeable benefit.

Intel Turbo Boost

Ignore CPU-z. 21x ist the multi when 3 or 4 cores are fully loaded. If 2 or 1 core is loaded it clocks up to 3.2 GHz. Best way to test if turbo is working is to run a benchmark and compare the results. But in your case it IS working. CPU-Z just can't detect is properly.
