Seems you have a decent chip I would say at 4.5 70c is fine and I very much doubt you'll degrade before you upgrade. If you Intend keeping the rig 10 years then maybe dial it down a notch. 2 or 3 years is fine.

What are your post -processing settings in Arma 3? I have all mine set to 0 apart from sharpen filter set to 200 as at default it is a blur fest. Enable caustics and HDAO too.

Both my reference 980tis run at 1380 all the time quite happily, no over volting just power at 106% and sliders moved. The past 7 ATI/AMD cards have all been lousy overclockers.
