I thought the town tracker can only tell if their target performed a night action. Do regular gangsters perform night action?

Once that happened the rebels didn't have a shot. Especially with the next manager being a Imperial.
What happens after 24 hours? If the team is comprised of all Imperials, will it automatically pass or fail as punishment for not responding? And if the team consist of 1 or more rebels but if there was no Failure PM sent to GM, does that task automatically pass?
