It was using something such as a small screw driver to press up the "screw head" that's on the bottom side of the mother board. Another idea is to use needle nose pliers to hold the "screw head", since that probably spinning when trying to undress the CPU cooler mount. At least that what mine did
It's been a while, but if I remember correctly, ended pressing up on the screw from bottom, which loosened it enough it actually unscrew it. Once I got it off, I threw it in the trash and replaced it with a Corsair AIO

Being safely able to OC to 3.8 Ghz will depend on if your system is stable at that speed & the voltages & temps are not too high.
For example, I've read that the preferred CPU voltage be at 1.35v, but doesn't recommend it being set for past 1.4v

3.9 Ghz at 1.40V.
On a side note, I set at 4 Ghz at same voltage & tried a conversion with Handbrake & it immediately rebooted. Tried lowering to 3.95 Ghz & it rebooted after a few minutes.
I'm trying to decide which Ryzen processor to get. To my understanding, the 1800x isn't worth the cost because of being able to overclock the 1700 and 1700x to pretty much run like the 1800x.
