If I remember correctly PII was slower then Core 2 Quad clock for clock. I had a PII 940 overclocked to 3.6ghz and it was choking on Dragon Age: Origins in some areas back in 2010. I had to upgrade to an i5 750 to fix it.

You have a H81 board. So even if Intel releases an i3 Broadwell chip it will only work on 9 series boards anyway. As for the extra cache it doesn't really seem to do much.

Its generally ok to use the baked in Windows drivers when installing on old hardware. But when the hardware is newer then then the version of Windows you are using its important to use the driver disc.
From limited testing a g3258 clocked at 4.7 ghz is slightly faster then a Q9550 clocked at 3.7 ghz. Gained about 1.5 frames in Crysis 3 with a hd 7950. Handbrake frames went from 287 to 323 with the Pentium. So if you can OC the Q9400 its probably not worth it unless its for idle power...

I would consider sandy i7s. The prices are starting to dip below $200 used and the boards are dirt cheap. I would probably skip 1366 if you leave your computer on a lot and pay a decent amount for electricity. Most of those boards suck down alot of power even at idle.
It really depends on the chip you get. But on average any cooler with 3 heatpipes or more should be ok for low 4's. Also G3258 can often be found on sale for $60 or less. Or as part of a motherboard combo for under $100.
So it should be a forgone conclusion that it works with DX58SO2 as well then right? I guess its unlikely Intel would pull support for a previously supported cpu with a motherboard released later.

Sandy and Ivy non-k chips can be overclocked 400mhz. Haswell is completely locked down besides raising all cores to max turbo frequency. Lack of competition sucks. :(

Looks like they are $250 at MC right now. You might want to consider a regular 3770 if you don't plan to go crazy with overclocking and don't live near a MC. They can go up to 4.1ghz all cores/4.3ghz 2 cores or less. I've seen them around for $230 used and newegg/amazon have it onsale now...

Best choice is to save your money since it doesn't sound like you really have much use for either. Next would be get a xbox one because it will depreciate slower then a gtx 770.
