6850 and 460 1G is about the same performance wise. 6850 has more features (3+ displays, eyefinity comes to mind) and less power draw.
I think 6870 and 6850 are good competitor with 470 and 460 1GB. (We will have to see how long nVidia can afford to hold these prices)

I don't think 480w PSU is enough for 470, based on Tomshardware and Hardocp's review of 6870 power draw, the fully loaded 470 may needs 500w+ power. Counting the head space, you might want a 600w PSU.

also consider it draws extra 150w/hr than 6870, its gonna be extra $150 after a year, even if you only play total 100 hrs a year (assuming 1c/kwh)
well, AMD said they showed to the Ubi programmer that 6800 can do much better, but Ubi refused to implement the codes.
