Yes, Correct he has the flicker using HDMI only connected to the BenQ Computer Monitor. He also reports it flickers connected to his Vizio TV.
DP/DVI works fine. It happens connecting only one LCD Monitor to HDMI or all three connected to various port (still just HDMI flickers).

I could not find anything at all on the Video Card although I did not remove the HSF. The Power Connector looks perfect.
EBay buyer returned the card I sold HD7970. It passed FurMark 1080p for 30+ min both before and after sale. I also ran 3DMark Fire Strike and Cloud Diver benchmarking without issues.

Update, the card worked great and Windows 8 auto detected the drivers in a different AMD System. Wow, and suggestions making this work or a different dual or quad Intel Server NIC that may work better? I need PCI-e NIC that is reasonably priced on ebay where this was just $90.
Tested the Video card in PCI x16 slot #2, in x8 mode.
BIOS did not see anything in PCI x16 slot #1 where I moved the HP quad NIC card. I'm thinking this card is DOA.

Hum, Do you have a high quality power supply? Even slightly poor power makes a big difference. Seasonic and Corsair power supplies are recommended.
Sorry to hear that. It will depend on your tolerance for risk and others I'm sure will way in. At the minimum, its prudent to do periodic testing and watch for an increase. Perhaps weekly or monthly testing.

IMO, hard to say exactly but one possibility is it may have taken a minor surge and you needed to discharge the capacitor(s) (pressing the power button with the cord removed) to drain them before it worked.

SSDs will not have a issue with hundreds of GB in Writes per day and will impress with you speed. Samsungs 830 or 840 Pro, or Intel SSDs would be fine. I would expect the SSD to also be significantly more reliable. Transportation typically kills portable HDDs.
