You guys are right...I think...I was using the Svideo out on the video card which had a component adapter which I ran the R/G/B to my TV. Last night I shut down everything in the background and I was still getting the stuttering. i'll try a different browser as suggested...my question to you...

I bet your white dots are from a bad connection of the "video cable" to the LCD. I had the same problem. I would recheck that connection to make sure its snug and you hear a "click" when attaching it...it took me 3 times of thinking I had done it correctly, which means 3 times of opening up...
