If you just want to upgrade you can use the tool at http://www.microsoft.com/en-us/software-download/windows10 and then you don't even need to create an iso.

Are 42" IPS 120Hz TV's using the same tech as 27" IPS 120Hz monitors?

It's not impossible for 120 Hz TV panels to display a native 120 Hz signal, it's just that most TV manufacturers don't bother supporting it. The TV doesn't report to the graphics card that it's capable of displaying 120 Hz, even if it can.

Deciding between a LED monitor and a LED TV

Comcast doesn't support email on Android?

I was able to get my Comcast e-mail set up on my GS4 in the native mail app both by just entering my e-mail and password, and by doing the manual setup and choosing SSL for both incoming and outgoing mail. I'm not sure why he can't connect. Perhaps he's accidentally entering comcast.com instead...

Don't forget about games. Many of them are in the GB range. I wouldn't be worried about the slower microSD speeds for storing videos, photos, and music, but I would be for running apps. Except you can't do that anyway.
