I was referring to the 1000ms pings I get in command prompt. Regardless of what ping plotter says my internet is behaving similar to the results I have in command prompt with ping command.

I don't think that is correct, my understanding is as follows:
1) Video game outputs raw 5.1 sound.
2) DDL encodes that raw 5.1 sound into a dolby digital signal to be sent across optical.
3) Mixamp decodes the dolby digital signal into 5.1/7.1 sound.
Without a DDL soundcard only...
