Thanks for the help guys. I ended up just going to Microcenter and buying corsair's sp120 fan. It's running so much quieter and temps are down a couple of degrees.
Update: The fans helped but there was still some noise coming from the h55 itself so I'm going to return it. I'm back to air...

Using 11.8 causes blue screens. There's something with that driver. I wasn't able to follow all the troubleshooting steps you guys suggested, but I really appreciate the help anyway. I really don't have the time to see whats wrong with the card so I'll just use the 9800gtx+ for now. Thanks again...
