Apparently ... it was done with the following components:
Intel Core 2 Quad Q6600 G0 stepping
Asus DDR3 motherboard
Crucial Ballistix DDR3-1600/PC3-12800 DDR3 2Gb kit
CPU voltage @ 1.45
DDR3 voltage @ 2.0
Air cooling !!

Argentina uses PAL-N ... and is listed in the drivers/ati software...

I live in the UK, where the TV signals are PAL. Is there a hack that allows me to tune the TV receiver to accept TV PAL signals ?

UPDATE:
OK ... here's what I've done
I've selected everything to AUTO
Multiplier at x9
HT multiplier at x3
Default CPU voltage
DDR voltage at 2.75v
HTT at 300
Divider at 3:4
System now reports ...
225 RAM:300 HTT
Tried what you've said ... No luck :(
I've set everything to AUTO and opted for 1:2 divider (100Mhz) ... Works OK but ram speed is 150Mhz
150 RAM:300 HTT
However, if I set the HTT back to 200 ... I can get the 7:6 divider to work
226 RAM:200 HTT
The strange thing is ... it...

Having problems overclocking Opteron 165 on a DFI DR-Expert
I can get 300HTT on the Opteron 165 no problems (9x300 = 2.7Ghz)
BUT my ram is running at a pathetic 150Mhz (DDR300) and everytime I increase it to 200Mhz (DDR400) the system refuses to load into Windows.
I'm using a pair of...
So therefore with a divider ... if HTT speed (in otherwords is FSB) running at 300Mhz
your memory will be running at a lower FSB speed ...
Would that affect the overall performance?
you mean the there are no good motherboards for OCing the 920 930 940 ... and the price is too expensive?
Surely they will come down in price ... and I'm sure some manufacturers will come up with a good motherboard.

If someone over clockers an Opteron 165 with HHT@300 ... what speed is the memory running at?
How come no seem to be overclocking the Pentium4 D 920 930 940?
Just wondering ... cos I've always been a fan of Intel ... it would be nice to see someone overclock them sucessfully ...
If so then I will wanna try too ... :)
