Help - OpenCL on 6950 vs 560 Ti ?

Get a 6950 2GB you can unlock the shaders to those of a 6970. If you want you could even flash the bios and make it into a 6970.

I'd go with the V10 because it uses Thermal electric cooling. It also has a fan and heatsink for your ram

Suggestions on new CPU cooling

I recommend that you go with one of the Corsair water-cooling kits. Ex: H40, H70, H80,H100. They're fairly inexpensive for a water-cooling kit and easy to install.

NZXT Vulcan, Silverstone TJ08-E, or Lian Li PC-A04

I'd definitely go for the NZXT Vulcan. Its Cheap and fits most of the bigger GPU's.

Corsair H100 in CM 690II Advanced?

You should be fine, I'd put the radiator for the H100 at the top of the case. The 2x120 fan fittings at the bottom is more for bringing airflow into the case.

Go with the A6. Its one of the newest CPU's out there with an integrated graphic chip included.

The CPU benchmarks don't make that much of a difference. I would wait for the new CPU's to come out before upgrading

Are 6950 or 6870 overkill for a 1680x1050 monitor?

6950 isn't overkill at all. And with rebate getting them down to around $200 there's no reason why you shouldn't get one
