Well, it's safe to assume it will be, because it will have its multiplier locked and the bclk is as well. 14nm is very likely to overclock better than 22nm, so there should be a performance incentive over Haswell.

Why does Intel need to have a lower cost structure and increased performance compared to its competitors? Gee, I wonder. It's this agressiveness that made Intel the top player in the first place. Intel failing to keep on top of its nodes would eventually render them as irrelevant as AMD and VIA.
