Yes. If you want the best/most stable OC and you're not terribly worried about efficiency, a fixed voltage is the way to go.

Question 2600x versus 3600x at $100 difference. Upgrading from i7 3770 paired with GTX 1080.

I say pick up a 2nd hand 2700x. I have a 2700x box and a 3770k box. At 1080p with a GTX 1080 you won't be disappointed.

Worth buying RX 570 4GB cards @ $129, for mining (NH, ETH, Grin, etc?) these days? Or a single GTX 1660ti?

I don't know what Newegg's pricing policy is. I do know that searching for a 580, finding multiple options for under $200 and making the conscious decision to find the most over priced ones to post on a forum and declare "look guys, mining is back!" is worthy of a double facepalm meme.

Are you hitting your 60fps limit? If so, why are you so concerned? Its actually a good thing if you're able to hit 60fps w/vsync and still have cycles to spare.

I don't think a 1060 is overkill for 1080p at all. It actually matches up exceptionally well. Doesn't leaving you wanting for more and in any modern or even relatively modern game, won't be leaving any power on the table either.
