Actually, it's pretty normal since most places won't allow mails exceeding a certain size anyways. So even if you successfully send it, the receiving end may just bounce it back.
While a attachment is less than 7MB, that's when it's in binary form. When you attach it, it uuencodes it which will make the file bigger than the original file as it converts the file to a text format which has to be uudecoded when it receives the other end.
