No that is not true. The thermal paste between the IHS and CPU is really only a concern for the top 1% of overclockers who want to push their chips as much as possible, and even then the majority of OC'ers manage just fine with the stock paste.

in my personal case 8GB has been more than fine- you honestly don't need 16GB for vast majority of usage..and if you find you do for your particular case it's easy to pickup another 8GB and drop it in later. On the scale things I would put money in up front on I would still go for bigger SSD...

I would go Pentium 3258 +z97 over the i3-4130. The unlocked Pentium is cheaper and will likely outperform in the games you play. And it preserves a strong upgrade path later should you wish (with broadwell i5/i7).

Guys, this non-K chip doesn't even have the TIM/package tweaks that devil's canyon does, so any improvement you are seeing here is due to something else. The reason devil's canyon is coming later is because it's running on it's own process.
There's no competitor because there's a tiny tiny market for it. There simply isn't a strong demand for more than 4 cores or 4c/8 threads for the vast majority of consumer uses.

4 ghz stock i7-4790k, I'll take it! It's not just a TIM change, there's allegedly other changes to the process/package/materials to help with higher frequencies.
Also note that the Haswell-E will require DDR4, which will have a pretty high premium if you are an early adopter of it as it won't be in great availability....you could end up spending more on DDR4 than you do on your motherboard. Once you start to factor this in the platform cost difference...
