The quietest cards I've ever come across are the HIS "IceQ" series. However, HIS only does Radeon cards.
If you don't need the absolute highest performance card from Nvidia, take a look at the Zotac GeForce GTX 750 Zone -- completely passive, and a very decent card.
Fuzzy pixelated text sounds like it could be a driver issue. Did you uninstall the Intel video drivers, and do a clean Nvidia driver install?
Also, since you're using the GeForce 730, make sure to fully turn off the onboard video. You may also need to check the motherboard BIOS to make sure...
