It seems Gigabyte 290x WF is basically using reference design power delivery solution (5core/1pll/1mem) on their own moderately tweaked pbc, with ASUS like aluminum strip to cool the mosfets.

Keeping gpu temperature in check - ie under 70C level, even heavily overvolted 780@1.26v consumes mere 40W more than at 1.179 stock volts.

Here is a decent review (18 games), comparing 650ti B/7850/660 stock and with so called "standard/common" OC (650tiB@1150/7850@1200/660@1150). Basically OC 7850 smokes the green competition. Plus already mentioned NSR bundle.
